Side Note — From Automobile Acquisition Tax to Environmental Performance Tax
The Environmental Performance Tax is a relatively new tax, introduced in October 2019 alongside the consumption tax rate increase to 10%, replacing the long-standing Automobile Acquisition Tax. Rather than a simple rename, the rate structure builds in a clear policy intent: vehicles with better fuel efficiency are taxed at a lower rate, or not at all, to encourage buyers to switch to more environmentally friendly cars.
The tax tiers are based on how well a vehicle achieves the "FY2030 fuel efficiency standard," a forward-looking target, so the tiers have been revisited over time as more models meet the bar. When the system launched, many mainstream gasoline cars fell into the 1% tier, but the bar for each tier has generally risen year by year as technology has improved.
Unlike the annual vehicle tax, which is charged every year you own the car, the Environmental Performance Tax is a one-time charge at acquisition, so its share of your total tax burden shrinks the longer you keep the car. Conversely, drivers who trade in their cars frequently feel a proportionally larger impact from the rate tier each time they acquire a new one.
